Not by itself. ShinglEx 800 can tighten micro-cracks in the shingle surface, but it is not a leak repair and won’t fix failed details (flashing, penetrations, fasteners, underlayment). Repair leaks first, allow the roof to dry, then use ShinglEx 800 to rejuvenate and protect the field shingles.
The most common method especially for contractors, is airless spraying, with a light back-roll to press material into the granules. Rolling works well too; use a brush only for edges/details. Airless spray (preferred): 0.017–0.021 tip (e.g., 619 is fine), 100–150 mesh strainer, and just enough pressure for a clean fan (typically ~1,800–2,400 psi). Do not thin.
